This study aims to analyze the transformative role of voluntary organizations in restructuring social care models from passive consumption models to e active production models that enhance the .capacity of individuals and communities for self-reliance and sustainable development The study is based on a comparative analysis of 127 voluntary organizations in 28 countries, focusing on programs that aim to transform bene ciaries from passive recipients of aid into active .producers in their local economies
